Duties of GDBFC

DUTIES AND AUTHORITIES OF THE GENERAL DIRECTORATE OF BUDGET AND FISCAL CONTROL

As defined in Article 10 of the “Decree Law on the Duties and Organization of the Ministry of Finance and Customs” dated 14.02.1983 and numbered 178, following are the responsibilities of GDBFC:

a) Determine the technical principles which general budget and annex budget institutions should take into consideration during budget preparation process and coordinate budget preparation activities.    

b) Review the budget proposals prepared by the institutions, ensure the compatibility of these proposals with the development plans and annual programs, complete the consolidation of the proposals and design the budget bills together with their memorandum

c) Ensure the budget execution in line with the targets set forth in the development plans and annual programs and also in compliance with the economic and fiscal policies to be followed, and carry out the budgetary transactions regarding the implementation process.

d) Examine the supplementary or extra ordinary appropriation requests to be proposed by the administrative units regarding their requirements within a year and also other law proposals on budget execution, and prepare those found appropriate as a draft law    

e) Compile the data on appropriations, revenues and cash amounts and evaluate them in terms of expenditure policies and direct the implementation process; make detailed expenditure programs of general budget administrations, annex budget administrations and funds considering the annual amount of treasury capital inflow at the beginning of each fiscal year, change these programs when necessary and follow the implementations of the related institutions

f) Organize the implementation of laws, by-laws, decrees and regulations concerning the public employment policy and expenditures with an aim to make savings from the public expenditures and conduct a consistent, balanced and effective budgetary policy, set standards, impose restrictions, impose binding arrangements for public administrations on these matters, and take the necessary measures.

g) Analyze the proposals for all types of laws, by-laws, decrees and regulations which will have a possible effect on the expenditure policies and prepare the official opinion of the Ministry on these proposals,

h) Prepare the draft versions of laws, by-laws, decrees and regulations on public expenditures to be proposed by the Ministry of Finance

i) Carry out the implementation of the financial provisions set out in the current legislation, conclude all related issues and eliminate hesitations,

j) Control expenditure commitments of the institutions and keep their accounts, visa relevant draft contracts,

k) Organize researches aiming the improvement and effective and productive execution of budget or appoint responsible persons which will undertake these researches and take the necessary measures, 

l) Regarding public expenditures, assume the responsibilities assigned to the Ministry of Finance by other legislation   

m) Examine and inspect via controllers the transactions within the scope of the organization and field of responsibilities

n) Set the rules and principles with regard to collection of revenues and realization of expenditures for the appropriate funds established by the law, decree law, Council of Ministers Decree, regulations and other legislation, organize their budgetary relations, ensure these funds prepare their  budget and monitor that implementation process; determine the rules, principles, amount and ratios regarding the revenues and expenditures of the funds and cuts from the revenues, prepare proposals on the provisions to be integrated into budget laws related to the liquidation and merging of these funds and take necessary measures concerning implementation,

o) Set the minimum fees for those to benefit from training and recreation facilities, guest houses, kindergartens, sports centers and other social facilities which are managed by public administrations, determine the rules and principles on utilization of the revenues acquired by these administrations and make the necessary arrangements   

p) Determine the amount to be paid by the relevant institution of the employee from the treatment cost of (including dental treatment) civil servants and other public personnel and related pensioners, widows and orphans (including their dependent family members) as well as from the cost of prosthetic and other corrective devices which are deemed necessary by the reports given by medical institutions and determine relevant procedures and principles through obtaining the official comments of the Ministry of Health.

r) Concerning the drug treatment of civil servants and other public personnel and related pensioners, widows and orphans (including their dependent family members) during their outpatient treatment, ensure the payment of their cost using the reference prices which will be determined by considering the equivalents of drugs if necessary, and determine relevant procedures and principles through obtaining the official comments of the Ministry of Health.
